China's active mediation in Ukraine crisis shows responsibility as a major country

中国积极斡旋乌克兰危机展现大国担当

Special Representative of the Chinese Government on Eurasian Affairs Li Hui began a visit to Russia, the EU headquarters, Poland, Ukraine, Germany, and France on March 2 and launched the second round of shuttle diplomacy to promote a political solution to the Ukraine crisis.

3月2日,中国政府欧亚事务特别代表李辉开始访问俄罗斯、欧盟总部、波兰、乌克兰、德国和法国,就推动政治解决乌克兰危机开展第二轮穿梭外交。

As the Ukraine crisis reaches a stalemate and the dawn of peace has yet to emerge, China has used shuttle diplomacy to build consensus among all parties and played an important role in promoting a political settlement of the Ukraine crisis, and maintaining regional peace and the stability of the international order. These endeavors demonstrate its role as a responsible major country.

在乌克兰危机陷入僵局、和平曙光未现的情况下,中国通过穿梭外交凝聚各方共识,为推动乌克兰危机的政治解决,为地区和平和国际秩序的稳定发挥了重要作用,体现了大国的责任和担当。

The Ukraine crisis marks a significant shift in European geopolitics since the collapse of the Soviet Union and tremendous change to East Europe, involving not only Russia and Ukraine but also the US, NATO, the EU, and other countries and organizations. Economic sanctions against Russia and military assistance to Ukraine by Western countries have further complicated and added uncertainty to the situation, making it more challenging to facilitate a political settlement of the Ukraine crisis through peaceful negotiations between Russia and Ukraine.

乌克兰危机是苏东剧变之后欧洲地缘政治的重大变动,不仅涉及俄罗斯与乌克兰两个国家,而且美国、北约、欧盟等国家和组织深度卷入其中。美西方国家对俄罗斯的经济制裁及对乌克兰的军事援助,进一步增加局势的复杂性和不确定性,也增加了推动俄乌两国通过和平谈判政治解决乌克兰危机的难度。

Faced with changes unseen in a century and a world fraught with turbulence, China, as a responsible major country, has been contributing wisdom, proposing plans, and putting them into practice for world peace and security. China has always maintained smooth communication channels with Russia and Ukraine and all stakeholders since the outbreak of the Ukraine crisis.

面对百年变局和世界乱局,中国作为负责任的大国,一直在为世界和平和安全贡献智慧、出台方案并付诸实践。乌克兰危机爆发后,中国始终同俄乌双方和各利益攸关方保持了通畅的沟通渠道。

Meanwhile, China has proposed solutions to the Ukraine crisis in line with the common concerns of the international community. On the first anniversary of the outbreak of the Ukraine crisis on February 24, 2023, the Chinese Ministry of Foreign Affairs issued China's Position on the Political Settlement of the Ukraine Crisis, putting forward eleven suggestions including respecting the sovereignty of all countries and abandoning the Cold War mentality. These suggestions provided a comprehensive and feasible plan for resolving the crisis.

与此同时,中国还结合国际社会的普遍关切,提出乌克兰危机的解决方案。在2023年2月24日乌克兰危机爆发一周年之际,中国外交部发布《关于政治解决乌克兰危机的中国立场》,提出包括尊重各国主权、摒弃冷战思维等十一条建议,为解决危机提出全面、综合、可行的方案。

On May 15, 2023, Chinese Special Representative Li Hui visited Russia, Ukraine, and other countries, fully exchanging views with all parties on the political resolution of the Ukraine crisis to maximize consensus building and prevent regional risks from spreading. This February, Wang Yi, a member of the Political Bureau of the Central Committee of the Communist Party of China (CPC) and Minister of Foreign Affairs reiterated at the Munich Security Conference (MSC) that China has never given up on promoting peace or slackened its efforts to facilitate talks on the Ukraine crisis.

China once again launched mediation diplomacy in a bid to peacefully resolve the Ukraine crisis, showing that China has never given up its determination to promote a political solution to the crisis. China has injected certainty into the uncertain development trend of the Ukraine crisis, demonstrating China's role as a responsible major country in maintaining regional peace and stability and actively participating in global security governance.

中国就和平解决乌克兰危机再次开展斡旋外交,表明中国从未放弃推动政治解决乌克兰危机的决心,为发展走势不确定的乌克兰危机注入确定性,展现中国维护地区和平稳定和积极参与全球安全治理的大国担当。

The security structure in Europe faced restructuring after the collapse of the Soviet Union. In the process of reshaping the security order in Europe, the US has continuously pushed for NATO's eastward expansion to establish a regional hegemonic order under US leadership from the perspective of maintaining its hegemony and dominant position in European security. NATO's eastward expansion has squeezed Russia's strategic space and triggered security anxieties in Russia. The US and the US-led NATO bear an undeniable responsibility on the Ukraine crisis. It can be said that the actions of fanning the flames by Western countries on the Ukraine crisis have intensified the confrontation and antagonism between Russia and NATO, and that serves as a direct inducement to the complexity and prolongation of the Ukraine crisis.

前苏联解体后,欧洲地区安全结构面临重组。在重塑欧洲地区安全秩序的进程中,美国从维护自身霸权和欧洲地区安全主导地位出发,持续推动北约东扩,试图建立美国主导下的地区霸权秩序。北约的东扩压缩了俄罗斯的战略空间,引发了俄罗斯的安全焦虑。在乌克兰危机问题上,美国及其领导下的北约负有不可推卸的责任。可以说,正是美西方国家在乌克兰危机上的拱火浇油,强化了俄罗斯与北约之间的对立和对抗,成为乌克兰危机复杂化和长期化的直接诱因。

China is not a party or perpetrator of the Ukraine crisis, but a builder of world peace, a contributor to global development, a defender of the international order, and a provider of public goods. On global security issues, China has never formed or participated in any form of military group. Instead, China upholds the vision of common, comprehensive, cooperative and sustainable security, respects the sovereignty and territorial integrity of all countries, and abides by the purposes and principles of the United Nations Charter. China takes the legitimate security concerns of all countries seriously, promotes the peaceful settlement of differences and disputes between countries through dialogue and consultation, and maintains security in both traditional and non-traditional domains.

中国并非乌克兰危机的当事方和肇事方,而是和平的建设者、发展的贡献者、秩序的维护者和公共产品的提供者。在全球安全问题上,中国始终不组建也不参与任何形式的军事集团,而是主张坚持共同、综合、合作、可持续的安全观、坚持尊重各国主权、领土完整、坚持遵守联合国宪章宗旨和原则、坚持重视各国合理安全关切、坚持通过对话协商,以和平方式解决国家间的分歧和争端、坚持统筹维护传统领域和非传统领域安全。

The Chinese government emphasizes that dialogue and negotiation are the only feasible way to resolve the Ukraine crisis, and all efforts conducive to a peaceful resolution of the crisis should be encouraged and supported. The international community should uphold the correct direction of encouraging peace talks, help all parties to the conflict open the door to political resolution as soon as possible, and create conditions and platforms for restarting negotiations.

中国政府强调对话谈判是解决乌克兰危机的唯一可行出路,一切有利于和平解决危机的努力都应得到鼓励和支持。国际社会应坚持劝和促谈正确方向,帮助冲突各方尽快打开政治解决危机的大门,为重启谈判创造条件和提供平台。

During the second round of shuttle diplomacy, the Chinese government's special representative for Eurasian affairs will visit not only Russia and Ukraine, the two parties to the conflict, but also the EU headquarters, Poland, Germany, and France to conduct extensive communications with all parties and coordinate matters concerned. It can be said that China's stance and actions have provided new ideas for the troubled European regional security order and provided stability for the destabilizing European regional security structure.

在第二轮穿梭外交中,中国政府欧亚事务特别代表不仅将访问俄罗斯和乌克兰两个冲突的当事方,而且也将访问欧盟总部、波兰、德国和法国,与各方进行广泛沟通和协调。可以说,中国的立场和行动,为陷入困境的欧洲地区安全秩序提供了新思路,为正在走向失序的欧洲地区安全结构提供了稳定性。
