Lanzhou University, directly affiliated to the Ministry of Education, is a national high-level comprehensive university and listed as A-level among national world-class universities.

Institute of County Economic Development (Institute of Rural Revitalization Strategy) serves as a school-level research and consulting platform of Lanzhou University. Focusing on the development of county economy and seeking for rural revitalization, the institute is committed to facilitating the economic and social development in accordance with national strategies by conducting high-level researches on policy consultation and problem-solving theories. While providing intelligence support for local economic growth, the institute also works on solutions to both universal and distinctive problems and difficulties facing county economic development, carrying out a series of think-tank products that can exert influence on decision making. The institute aims to incubate intelligence, creativity, and driving force for the innovative, coordinated and shared green development of county economy and the comprehensive revitalization of rural areas.

I. Majors Needed

4. Applied Economics (Regional Economy, Industrial Economy, Cameralistics, Finance, Quantitative Economics and Labor Economy).

5. Geography (Human Geography, Resource Environment and Urban and Rural Planning Management).

6. Urban and Rural Planning (Regional Development and Planning, Urban and Rural Planning and Design, Urban and Rural Planning Management).

7. Theoretical Economics (Western Economics, Population Resources and Environmental Economics).

II. Positions Available, Requirements and Salary Package

i. Youth Researcher

Requirements

1. Applicants should be no more than 35 years old and possess sound ideological and political views, good moral qualities and research spirit, as well as physical and mental health.

2. Applicants must have acquired PhD degree in renowned universities or institutions at home and abroad. Those who already have Associate Professorship or above, experience of postdoctoral research or studying abroad for more than a year are preferred.

3. In line with the university’s “Double First-Class” construction and research development demands, applicants should be able to publish high-quality achievements in areas such as regional economy, ecological economy, regional finance, resource environment, county governance, industrial development, county economy, rural revitalization and “Belt and Road” Initiative.

4. Applicants should be able to work on full time basis in the Institute.

5. Applicants should be able to grasp the development frontier of this discipline and having achieved certain academic achievements; having the potential to be academic leaders.

Once employed, the applicant must meet at least one of the following requirements:

A. Issuing at least 2 papers on journals in SCI, SSCI, A&HCI as the first author (if as the second author, the first author should be his/her student or supervisor) or as the correspondent author.

B. Publishing at least 4 papers on domestic authoritative journals, at least one of which is in the domestic top journals.

C. Hosting at least one National Social Science Fund Project or one National Natural Science Foundation Project.

D. Completing half of the Requirements A and B respectively.

Salary Package

1. A pre-tax annual salary of RMB 300,000 and housing subsidy of RMB 40,000 will be provided and the specific criteria will be defined in the employment contract.

2. The university will purchase such social insurances as medical care in accordance with relevant state regulations and offer temporary apartments.

3. Recruited as master’s supervisor according to relevant regulations.

4. Research start-up fund of RMB 400,000.

5. Recommended to apply for various national talents projects.

6. The Institute will provide office and necessary working conditions.

7. No requirements on teaching workload during employment.

8. Children of the employees can have access to the university’s affiliated kindergarten and schools.

ii. Professor (Researcher)

Requirements

1. Applicants should be no more than 40 years old and possess sound ideological and political views, good moral qualities and research spirit, as well as physical and mental health.

2. Applicants should have Associate Professorship or above or have graduated from world renowned universities with a PhD degree and are qualified to be Associate Professors. And they should have issued academic achievements of high-quality as the first authors or the second authors (If so, the first author must be their supervisor). Besides, they are required to have hosted provincial-level or above fund projects.

3. Applicants should be capable of writing consulting reports on key issues and policies and hot-spot issues of county economy and rural revitalization based on national and local major strategies for socio-economic growth.

4. In line with the university’s “Double First-Class” construction and research development demands, applicants should be able to publish high-quality achievements in areas such as regional economy, ecological economy, regional finance, resource environment, county governance, industrial development, county economy, rural revitalization, and “Belt and Road” Initiative.

Salary Package

1. Salary is offered according to the National Salary Standards of the universities under the Ministry of Education. Besides, the university also offers sufficient research start-up funds.

2. Housing subsidies and housing fees, temporary apartments etc. are provided in accordance with the university policies.

3. Children of the employees can have access to the university’s affiliated kindergarten and schools.

iii. Associate Professor (Associate Researcher)

Requirements

1.  Applicants should be no more than 40 years old and possess sound ideological and political views, good moral qualities and research spirit, as well as physical and mental health.

2.  Applicants should have Lectureship or above or have graduated from world renowned universities with a PhD degree and outstanding academic achievements. And they should have issued high-level academic results as the first authors or the second authors (If so, the first author must be their supervisor). Besides, they are required to have hosted provincial-level or above fund projects.

3. The candidates should be capable of writing consultant reports on key issues, policies and hot-spot issues of county economy and rural revitalization based on the national and local major strategies for socio-economic growth.

4. In line with the school’s “Double First-Class” construction and research development demands, the applicant should be able to publish high-quality achievements in areas such as regional economy, ecological economy, regional finance, resource environment, county governance, industrial development, county economy, rural revitalization and “Belt and Road” Initiative.

Salary Package

iv. Lecturer (Assistant Researcher )

Requirements

1.  Applicants should be no more than 35 years old and possess sound ideological and political views, good moral qualities and research spirit, as well as physical and mental health.

2.  Applicants should have graduated from world renowned universities with a PhD degree and be able to teaching undergraduates and postgraduates.They are expected to have great potential and should have issued high-level academic results as the first authors or the second authors (If so, the first author must be their supervisor). Besides, they should have participated in fund projects.

3. The candidates should be capable of writing consultant reports on key issues, policies and hot-spot issues of county economy and rural revitalization based on the national and local major strategies for socio-economic growth.

4. In line with the school’s “Double First-Class” construction and research development demands, the applicant should be able to publish high-quality achievements in areas such as regional economy, ecological economy, regional finance, resource environment, county governance, industrial development, county economy, rural revitalization and “Belt and Road” Initiative.

III. Management and Appraisal

i. Youth Researcher

1. Youth researchers will be managed based on the contracts. The university, the institute and the applicant will jointly sign the employment contract. Generally, the duration of the contract is 5 years.

2. The Performance Appraisal consists of mid-term and employment-term appraisals. Reports on ideological and political performance report and working progress shall be submitted when the appraisal is conducted. “One-vote veto” is used in the evaluation of ideological and political performance.

3. The annual appraisal is organized by the institute, and those who fail in the mid- term appraisal (in the third year of the employment) will no longer be employed.

4. When it comes to the mid-term appraisal, at least one National Social Science Fund Project or the National Natural Science Foundation Project should be applied and approved by the youth researcher. Each year, a minimum of 4 consulting reports on hot-spots, key issues and major strategies of the national and local economic and social development must be submitted to governments at provincial and ministerial level or above, at least one of which should be adopted.

Besides, one of the following academic achievements shall be achieved as the first or correspondent author:

A. Four papers issued on journals in SCI, SSCI or A&HCI.

B. Six papers issued on journals in CSSCI and at least three of which issued on A-class journals.

C. No less than four papers published on the top journals of SCI, SSCI, A&HCI, and CSSCI.

5. The employment-term appraisal, consisting of mid-term and final appraisals,  will be carried out based on the contract regulations. The mid-term appraisal shall be conducted in the third year of employment. Those who fail will be dismissed immediately while those who pass will continue to execute the contract.The final appraisal shall be conducted in the fifth year of the employment, and those who fail the appraisal will no longer be employed while those who pass will be integrated into official faculty system and enjoy corresponding remuneration.

ii. Professor (Researcher), Associate Professor (Associate Researcher) and Lecturer ( Assistant Researcher)

Personnel management and performance appraisal will be implemented based on relevant management and appraisal methods of the Lanzhou University and the Institute.
